Following is the second of four surveys required by The MELMAC Education Foundation.  You might recall, prior to graduation, we requested some information regarding your college, work or military aspirations, grants and scholarship information.  We need your input this summer, fall of 2015, and next summer, in order to maintain our grant monies to provide future collage visits, parent nights, scholarship and financial aid nights, etc.

***Public Service Notice*** Be Aware Of Phone Scam Asking You For Money

Bangor police warn residents about national phone scam

Posted Oct. 24, 2012, at 10:18 a.m.
BANGOR, Maine — Bangor police are warning residents to be wary of a phone scam trying to bilk people into paying money to avoid arrest.
Police received a complaint Tuesday from a woman who said she received a call from a male who said she had a warrant out for her arrest and to call Officer Richard Johnson at a Texas phone number to make a payment, Sgt. Paul Edwards said Wednesday morning. The caller ID read “Emergency 911.”
Officer Chris Blanchard followed up on the complaint by calling the Texas number, but “was given the runaround,” according to Edwards.
Blanchard then called the Texas attorney general’s office, which said the call was part of a nationwide scam the office had received numerous complaints about.

 The Lisbon Town Council will hold a public hearing for public comments and questions on Tuesday, May 8, 2012 at 7:00PM at the Lisbon Community School Cafeteria on 33 Mill Street. The proposed budget summary by department will be available at the Town Office or on–line at www.lisbonme.org.

Draft Proposal, the Town Budget, as proposed by the Town Manager:

Total Expenditures: $7,329,739 a 5.71% Increase from 2011–2012.

Total Revenue: $2,883,950 a 3% increase from 2011–2012.

This is the Town Council starting point on the 2012–2013 fiscal year budget

In Summary, the School Budget, as proposed by the Superintendent of Schools and the School Committee:

Total Expenditures: $14,167,504 a 3% increase from 2011–2012.

Total State Subsidy: $8,270,938 a 2.6% increase from 2011–2012.

Total Local Funding: $5,471,099 a 3.6 increase from 2011–2012.

These proposed budgets will increase the municipal tax rate. The Town Council and School Committee will consider public comments and questions in reviewing the budgets at a public meeting on May 8; meeting includes the Budget Advisory Board. Citizens are encouraged to attend the hearing and ask questions or provide advice.

The director of the Maine State Housing Authority has no accountability to the governor, the legislature or the MaineHousing board of commissioners.
Maine State Housing is the only quasi-governmental agency in the state in which the director has no accountability to its board.
Maine citizens will have an opportunity to voice opinions and offer arguments regarding MSHA director accountability on Tuesday afternoon at a legislative hearing at the state capitol. It will be the first public round in the debate over the MSHA director accountability bill sponsored by Senator Jon Courtney (R-York County).
The public hearing on LD (Legislative Document) 1778 — An Act Relating to the Governance of the Maine State Housing Authority — will be held at 1:00 on Tuesday, January 31 in Room 208 of the Cross Building, located next to the State House.

Lisbon Residents, Listen Up!!! Didn't You Vote And Say Unanimously That You Wanted To Vote On The Town Budget?


 Here's the wording all ready done by esquire.

"Section 6.04 (d) 1 is hereby deleted and the following new Section 6.04 is adopted.


(d) Adoptions:

                  1. Town Budget.  The final vote on the Town Budget shall be taken by the Council on or before the Budget as passed by the Town Council shall go to a Budget Referendum on or before  Tuesday May 8, 2012.  The vote at the Budget Referendum shall be taken for each Department of the Town as separate items.

            The Town shall provide printed information to be displayed at polling places to assist voters in voting.  This information is limited to the Budget approved by the Council for each Department.


            If the voters do not validate the budget approved by the Council at the Budget Referendum, the Council shall hold another budget meeting at least 10 days after the Referendum to vote on a new budget.

            The budget approved at this budget meeting must then be submitted to the voter for validation at Referendum in accordance with this Section.

            The process must be repeated until a budget is approved by the Council and validated at Referendum.  If the budget is not approved, the budget for the prior year shall become the budget to be implemented on a month-to-month basis until such time as the final budget is approved."
But your Town Clowns aren't having anything to do with it.  So just take out a petition get 25 or what ever it is of qualified signers and turn this into them at the next town council meeting and jam it down their throats!  A Citizen's initiative takes precedence and the Town Council has NO say in it..... Save Yourselves $$$

Again, please do some research before you make false statements. Yes the overwhelming majority voted for the Advisory Referendum--close to 4 to 1 for the measure. But you state it was unanimous. Either you need a dictionary or a simple visit to the towns webpage to find the results for elections going back to June 2008. I beg you, please stop and do some fact checking before you post "articles". Thank you,

Maine State Housing Authority Payroll Data Added to MaineOpenGov.org

 


Data shows 30% increase in total payroll cost in just five years
 
AUGUSTAToday, MaineOpenGov.org has been updated and expanded to show five years of salary and benefits data for employees of the Maine State Housing Authority (MSHA). The data from Maine Housing was provided in response to a Freedom of Access Act request made by The Maine Heritage Policy Center (MHPC). The data shows that in the past five calendar years (2005 – 2010) total payroll and benefits costs of Maine State Housing Authority employees grew by 30%, from $7,119,528 in 2005 to $9,370,550 in 2010. Current MSHA Executive Director, Dale McCormick, took over as head of MSHA in 2005.

“We’re excited to add another, brand new set of payroll data to MaineOpenGov.org,” said Sam Adolphsen, Director of Open Government at MHPC. “The Maine State Housing Authority handles a great deal of public money, and is responsible for providing critical services for our most vulnerable citizens. It’s vital that their operations are transparent, and that they are accountable to taxpayers for how they spend those public funds. This is particularly important at a time when 6,500 of our fellow Mainers find themselves on the waiting list for affordable housing.” 
 
Other key findings from the MSHA payroll data include:
  • Maine State Housing Authority payrolls have grown 30 times as fast as the Maine Turnpike Authority payroll over the same time period (2005 – 2010) and more than doubled the increases in Maine State Government and University of Maine System total payrolls.
 
  • The number of employees earning more than $100,000 in total compensation more than doubled, from 7 employees in 2005, to 17 in 2010.
  • “Administration” Payroll costs increased by 61% from 2005 to 2010.
  • Payroll for “Asset Management” has jumped from $1,303,123 in 2005 to $2,090,356 in 2010, up 60% in 5 years.
This updated data release comes at a time when MSHA is being questioned for the cost of public housing projects around the state. The original Freedom of Access Act request that MHPC made asked for much more data than is currently presented on MaineOpenGov.org. MSHA has said that they cannot provide individual salary data before 2005, and they have yet to release to MHPC their vendor payments spending information.
 
“This data is key to helping shed a light on the operations of the Maine State Housing Authority,” said Adolphsen. “While there are still many questions to be answered about the high cost of ‘affordable’ housing projects at MSHA, this data shows very clearly that cost containment hasn’t been a strength for MSHA, at least in the past half-decade. While the payrolls have been growing at MSHA, so has the waiting list of Maine folks trying to get into affordable housing – that just isn’t right.”

An Accident Waiting To Happen

CITIZEN’S PUT AT RISK

On the ballot in June 2011, there was a bond issue to repair the bridge and road on Fisher Road.  The bond passed and the money was appropriated to repair both the road and the bridge.  This bridge was in such poor shape the town was concerned with the state closing the road.  However, they were not concerned enough to take any action to protect or post warning signs for vehicles traveling on this road.  Today, I traveled on the Fisher Road to see for myself the improvements on the bridge and road and was shocked to learn nothing had been done.  I am including three pictures of the condition of the bridge and road today.



It is the primary responsibility of Evil Eldridge and his golden boy, Ryan Leighton, to put in motion the task of repairing the bridge and road.  Once again, these two individuals have neglected the residents of Lisbon by failing to post warning signs or getting the bridge and road repaired.  This lack of concerned for the residents of Lisbon and other individuals who utilize the Fisher Road is distressing.  God forbid the bridge goes out or falls down and causes injuries to anyone.


Does the Town of Lisbon have to wait until the incompetence of Eldridge or Leighton causes a fatality before this Town Council takes action to remove these two individuals?   The next question is where is the money taxpayers appropriated for this project and why has nothing been down.  I understood the money to repair the bridge was appropriated last year and the bond added more money to include the repair of the road.  In any case, the funding has been there since June and the bridge is deteriorating rapidly as indicated by the pictures below.




 Citizens of Lisbon stop hiding in the corner and come out and voice your concerns at the next Town Council meeting, Tuesday, October 18, 2011, 7:00 PM at the Town Office.

America's Debt Ceiling Put Into Perspective

Do you think anyone in Washington, Republican or Democrat, is really serious about reducing the federal deficit?
If you know anybody who just can't grasp the stupidity
of this so called "debt limit deal". Try this, it can't get much clearer.

Federal Budget: $ 3,820,000,000,000 (3.82 Trillion)
Income: $ 2,170,000,000,000 (2.17 Trillion)
New Debt: $ 1,650,000,000,000 (1.65 Trillion)
Amount Cut: 38,500,000,000 (38.5 Billion) – about 1% of the total budget.
National Debt Total: $ 14,271,000,000,000 before this years budget.
Harry Reid is calling this a "historic amount".
The President said it is a "historic deal".
John Boehner simply said, "We've come to an agreement".

Let's Put This In Perspective.
It helps me to think about these numbers in terms that we can relate to.

Let's remove
eight zeroes from those numbers and pretend this is a
household budget for the fictitious Jones family.

Amount of money the Jones family spent this Year: $38,200
Total income for the Jones family this Year: $21,700
Amount of new debt added to the credit card this Year: $16,500
Outstanding balance on the credit card: $142,710
New outstanding balance on credit card: $159,210

So last week, the Jones family sat down at the kitchen table
and agreed to cut
$385 from their yearly budget.
A historic amount!

Wonderful isn't it?

PASS ON TO EVERYONE YOU KNOW


I received a telephone call last evening from an individual identifying himself as an AT&T Service Technician (could also be Telus) who was conducting a test on the telephone lines. He stated that to complete the test I should touch nine (9), zero (0), the pound sign (#), and then hang up. Luckily, I was suspicious and refused.
Upon contacting the telephone company, I was informed that by pushing 90#, you give the requesting individual full access to your telephone line, which enables them to place long distance calls billed to your home phone number.

I was further informed that this scam has been originating from many local jails/prisons. DO NOT press 90# for ANYONE...
The GTE Security Department requested that I share this information with EVERYONE I KNOW.

After checking with Verizon they also said it was true, so do not dial 90# for anyone !!!!!

Notice To All Lisbon Residents

All Lisbon Residents

I have attended several meetings of the Lisbon Town Council and have looked into the tax situation.  I have reviewed several documents pertaining to taxation from the State of Maine Revenue Service and received a copy of the Lisbon Charter.  After careful review, it is my personal opinion the Town Manager has violated the Town Charter.  I have submitted a letter to the Town Council requesting the Town Manager be terminated for cause.  Below are the violations:

    a. The Town Manager failed to comply with paragraph 3.02 “… The Manager shall be responsible to the council for the proper administration of all affairs of the Town….” by misleading the Town Council into thinking the 2011 Commitment was prepared properly and contained all the documentation required by the State of Maine Property Tax Bulletin Number 15 in order to have a valid commitment. 

    b. The Town Manager failed to comply with paragraph 3.02(d) “The Manager shall see that all laws, provisions of the charter and acts of the council, subject to enforcement by him or her or by officers subject to his or her direction and supervision, are faithfully executed.”  The Town Manager has been a Town Manager for several years and as such is required to know what documentation is required for a valid commitment.  The Town Manager failed to ensure all required documentation for a valid commitment were prepared by the Tax Assessor.  Town Manager is not required to perform the duties as Tax Assessor but as the Tax Assessors direct supervisor the Town Manager is REQUIRED to have a “working knowledge” of the Tax Assessor position to include the documents necessary for a valid commitment.  The Town Manager is also required to ensure the required documents for “The Valuation Book” are prepared and present in the Tax Assessor’s office as required by State of Maine Property Bulletin Number 15.

 Under the provisions of the paragraph 3.02(d), the Town Manager is required to know the State of Maine laws as pertain to the operation of a municipality.  The Town Manager is the Chief Administrative Officer for the town.  The residents of the Town of Lisbon compensate the Town Manager very well to ensure the town is operating IAW State of Maine laws and regulations.  The Town Manager has failed to perform his required duties by not ensuring the required documentation was on file IAW State of Maine Property Bulletin Number 15.

c.    The Town Manager failed to comply with paragraph 3.02(b) “The Manager
 shall direct and supervise the administration of all departments, offices and agencies of the Town except as otherwise provided by this Charter or by law.”  The Town Manager violated this paragraph by directing the Tax Collector to issue the 2011 Real Estate Tax Bill without a valid commitment.  

The Town Manager’s failure to comply with State of Maine laws has placed the Town of Lisbon is a situation where revenue is being collected improperly and without a valid commitment.  It is my understanding, the town is only authorized to collect taxes under a valid commitment and therefore, the town could continue to collect taxes under last year’s commitment, if it was valid, but can not collect any taxes under the new commitment as it is invalid and therefore does not exist.  The town is fraudulently collecting revenue without a valid commitment which I believe is against the law.  This could cause the Town Council and Town of Lisbon to be liable.

The Town Manager’s dereliction of duty is presently costing the Town of Lisbon a great deal of money.  The obvious additional cost is the hiring of a new Tax Assessor to prepare a valid commitment in order to legally collect revenue.  This includes preparing the documentation required by the State of Maine.  The town already paid for this service to the previous Tax Assessor and because he was not properly supervised and did not prepare the required documentation, the town is paying for this service again.  This additional cost could have been prevented had the Town Manager performed his required duties as outlined in the town charter.

    The town will have to send out new 2011 Real Estate Tax Bill once the town has a valid commitment.  Currently, the town is sending out statements to all the mortgage companies explaining the previous sent 2011 Real Estate Tax Bill sent to mortgage companies was in error.  Hopefully, this will eliminate any excessive home payments for Lisbon residents.  All of these actions require man-hours and postage the town will have to pay.  These additional costs will have to be paid by the residents of the town of Lisbon.  The residents of Lisbon already are paying their fair share without requiring the residents to pay for the incompetence of the Town Manager.  I believe the Town Council should retrieve all additional cost from Town Manager’s pay as he created this situation by failing to perform his duties as required by the charter.

Again, this is my personal opinion but if you share my opinion please, contact members of the Town Council and voice your opinion.  Residents can also attend the Town Council meetings on the 1st and 3rd Tuesdays of each month at 06:30 PM at the Town Office and voice their opinion.

NEWS FLASH!!!!!*****Trail Project Public Meeting - Tuesday June 22

Lisbon Town Office

The Androscoggin River Trail is taking shape over the next two years, after decades of vision, effort, and with the allocation of $1,600,000 in State and local funds. However, unless the public speaks out at this meeting, it will be reduced from a jewel for Maine and a legacy for future generations to just another paving project, which allows the engineers to say they met the requirements, but misses the whole point; something people will use. 

The benefits of doing this right include enhanced quality of life, image, property value, business development, population retention, community pride, and showcasing the unique character of the area. The popularity of the Papermill Trail shows how a well designed trail can become a focal point of the community and be intensively used. The Mill Street and Upland Road sidewalk/trail is evidence of what happens when the vision is lost and it becomes a paving project. Usage of the Papermill Trail runs 20:1 over the other section, which the engineers selected without consideration for trail users interest in a quality experience. They are now at work to do the same with this project.

The vision was to create a two mile long greenbelt along the water from the Sabattus River outlet to Lisbon Falls. We have the rare situation of having a sole landowner of the entire route, who has been very generous in the past and is very supportive of the project. The entire area would become a destination as an educational resource, a park, a canoe landing, as well as a transportation corridor. With this landowner’s support, the waterfront would be accessible for water related travel, exponentially increasing the possibilities for access and use. The resulting increased tourism traffic would have far reaching economic impact.

The riverfront route would be lined and shaded by stately mature tree growth and entail level or gently sloping terrain. The engineers contend that the riverfront scenery and lack of steep grades are boring, but actual trail users obviously feel otherwise. It would be inviting to all ages and physical abilities and the most direct route, resulting in 1,000’ less pavement. It eliminates several steep grades along the alternative route, which would keep a large portion of trail users away. Several large wetland crossings on the engineers preferred route will require expensive solutions. The only significant water crossing on the riverfront route would be much shorter and also become a scenic focal point, as opposed to a massive structure proposed to cross the swamp.

The riverfront route maximizes the experience of getting away from traffic and the man-made environment. The alternative route has the first ¼ mile of both ends in the road right-of-way, which creates an experience which will put off most users from going any further. The Davis Street section will but up against numerous mobile homes and cut through the yard of a trucking company. The loss of any front yard, any privacy, parking space and interference in the conduct of business is likely to result in negative feelings toward trail users in the neighborhood. One land owner has already expressed disapproval by installing nearly 1,000’ of chain link fence along this trail route. The riverfront route connects to a canoe dock and parking area well suited to support the creation of canoe related trail use.

Learn More About Pesticide Spraying Near Your Home

AUGUSTA, Maine,  -- The Maine Department of Agriculture issued the following news release:

Mainers who want to be notified about agricultural pesticide spraying near their homes this season have two more weeks to sign up.

Open enrollment closes June 15 for the 2010 Maine Pesticide Notification Registry. Any resident of Maine property within a quarter mile (500 feet for fruit trees or Christmas trees) of land where agricultural pesticides are applied by airplanes, helicopters, mist blowers, or air-blast sprayers can be notified in advance.

The registry, thought to be the only one of this type in the US, is a simple and free way for Mainers to be notified about agricultural pesticide spraying near their homes. The Maine State Legislature passed a law in 2009 that created the registry and gave the Maine Board of Pesticides Control the responsibility for its development, distribution, and maintenance.

Please Adhere to Sign Ordinance

The town of Lisbon has a sign ordinance which does not allow the placement of signs in any of our town parks or garden areas. This includes political, yard sales, real estate open house signs,  'special' events, etc. All signs will be removed to the transfer station. Please get permission from landowners supportive of the sign info and place signs on that property .
There is also no smoking  permitted in any town public park areas.
Please observe these reminders to help Public Works and local volunteers to keep our town looking beautiful . 

"No Campaign signs on Town Property or in our Town Gardens, or within 250' of the door to the Town Hall 30 days prior to Election Day, or within 250' from the Polling Place entrance on Election Day.   If candidates attend our Polling Place they will be asked to refrain from influencing the voter and will be allowed to state only their name not the office they are running for when communicating with the voter.  Thank you for adhering to the rules."

Lisbon's Personal Property Tax Requirement?


This letter was mailed from the Town of Lisbon's Assessor on March 4 2010. 

Mr. Dow,

First you tell the citizens of the community that you are only going to Re valuate  LAND. 

Is this part of that process?

  Your attention to detail, in not even using a current letterhead for your correspondence is noted.
And YOU,,, Are the person concocting the Revaluation Process for the Taxpayers of Lisbon?

Doesn't instill much confidence in one's ability to demonstrate attention detail now does it?

Just another fine example of Lisbon Taxpayer's not getting what they are paying for in Lisbon Town Government.
