The Lisbon Town Council consolidated Lisbon’s two polling places, at the Superintendent’s Central Office gym and the MTM Center gym, to ONE polling place now located at the Lisbon High School Gymnasium at 2 Sugg Drive in Lisbon Falls

QUALITY OF SERVICE


Back in December 21, 2015, I submitted Freedom of Access Act (FOAA) requesting information from the Town.  The FOAA read and I quote “Respectfully Request a copy of ALL certification of Dispatch personnel that pertain to Emergency Service/Dispatch.”  Since Lisbon has four (4) regular Dispatchers and six (6) Reserve Dispatchers this should be a simple task.  I received information on only nine 9 Dispatchers.  One Dispatcher apparently does not have any training or no longer works for the town.  However, anytime you are dealing with the Police Department it is never simple.  

I received on January 26, 2016, what I perceived to be the information I had requested, especially since it cost me $50.50.  I received 71 pages of information which broke down to this:  11 duplicate pages, 5 pages had the Course Name redacted, and one blank page. Since I had to pay $.50 per sheet, 17 pages were completely useless but I still had to pay.  Chief Brooks always tries to bury me in paperwork making it more difficult to extract the information I am looking for.  Before I accepted this packet, I asked the Town Manager, Diane Barnes if she was comfortable with the information.  I also asked the Town Clerk, Twila Lycette, if she was comfortable with the information I was being provided in response to the FOAA. Both said “YES” but I have 17 useless pages.

This gets even worst because even though I submitted this over the Christmas holidays it took 29 days to be completed.  Normally, dealing with the Police Department it is around 30 days before I get any response.  During the course of this FOAA, I received emails from the Town Clerk.  One was asking me to come in the next day between 03:00-03:30 to review the training packets which I refused.  Since I asked for copies there should have been no need for me to come in.  In another email, I had to explain again, that I was looking for certification of training.

This is a sample of what I received for “Certification pertaining to Emergency Services/Dispatching.”  I understand a lot of this has to do with Weapons of Mass Destruction (WMD) and HAZMAT Awareness training which could be mandatory training for Dispatchers but I never asked for Certification for Attendance.

This is the quality of service one can expect from the Town of Lisbon.

Dastardly Actions At Lisbon's Town Office Are Heading To Another Day In Court


Will Lisbon Taxpayers Be Forced To pay both sides of This Law Suit?


On May 30th the following people,


Kasie Kolbe -- Dean Willey--- Marcey Crosskill--- Nicole Sautter
Norman Albert ---Angela Shambarger--- James Harriman ---Michelle Houston and Lorrie Potvin

 formed a "Petitioners Committee" and started to collect petition signatures to hold a "Special Town Meeting" in an attempt to override the Town Council's reduction in the proposed school budget . The Committee collected  and submitted over 700 signatures to the Town Clerk.

On June 3rd the petition was certified as being "insufficient" (rejected) for the following reasons:

*** Because it was not filed within the 15 days period following the legal adoption of the  budget. 

***And because a Special Town Meeting to reconsider a school budget approved by the Council and voters would not be consistent with the Statutory and Charter requirements for adoption of school budgets. 

It has been rumored that the Committee's  next step is to sue the Town using School Department money to pay for the legal representation.  I hope this isn't true.  If School Department money is used to sue the Town  we will have a situation in which the Residents of Lisbon will be paying money to sue themselves. 

I feel the above named committee has every right in the world to sue the town  if they are paying the bill. But Lisbon Residents shouldn't be required to pay for both sides of  the lawsuit.

I.T. is missing in Lisbon

Integrity and Transparency are  not present in Lisbon.

At last Tuesday's Town Council meeting, Councilors proved beyond a reasonable doubt, that they wanted and now have absolute power to control ALL financial matters.  A panel of seven, without input from a Town Ordinance mandate of a Finance Committee, will now control the flow of monies.  Councilors may make changes to the Town Ordinances without consent of the residents.

They openly admitted to illegal discussions in Executive Session. The Town Councilors approve of a high salary for an unqualified Town Engineer and they are not looking out for the best interest of the citizens of Lisbon.

But for a few of us that have been actively monitoring their actions and attending Town Council meetings this comes as no surprise. The Lisbon Reporter has posted numerous articles pertaining to this aspect since day one of its inception.  Many of the Concerned Citizens have been trying to get the word out.


Now as to the legality of what the Town Council just did, that remains to be seen.  So what if it was illegal. Who polices the Town Council, Brooks?  No it is more like he is directing them.  Once again this year he will get his $2 Million Dollar Police Budget approved.  The Council will hold true to their demand order for the School Department to cut $600 Thousand Dollars from their budget. 

Here is the kicker.  The voters have the right to vote on the School Budget but not the Municipal Budget.  With that, voters should reject every proposed and approved for voter consent School Budget put forth by this council.

It costs over $3 Thousand Dollars per voting session per the Town Clerk.  The voters should send the budget back to the Town Council until they wake up and do what is right.  The Expense for each voting process will rest solely in the laps of Seven Councilors.  If it takes 2, 3, 4, or more times so be it.  This is the only say that, "we the people" have left. Use this power wisely.

Remember in November citizens, your only chance of getting some resemblance of control back, is to put forth some great candidates to uproot the evil empire that currently exists.  Tyranny reigns supreme in Lisbon currently.

Shame on this Town Council.

All We Ask For Is Honest Straight Answers To Straight Forward Questions

  

       WHY CAN’T WE GET STRAIGHT ANSWERS FROM THE TOWN?


Wouldn’t it be nice if everything done by the town on our behalf was made available to Public?  I have been trying to find out how many vehicles in the Police Department are leased.  Now, one would think this would be an easy request to answer.  In Lisbon it takes two Priests, a Nun, a Rabbi and the Pope to get this information.  Apparently, this information is classified as a matter of National Security.

 




On July 5, 2013, I submitted my first Freedom of Access Act (FOAA) to the town.  It was worded as follows:  “Respectfully request a complete listing of all vehicles assigned to the Police Department with the following information: Year; Make; Model; Owned or Leased; what the vehicles is used for; mileage and when the vehicle is scheduled to be replaced.”  As you can see, I was very specific about whether the vehicles were owned or leased.  Apparently, neither Chief Brooks nor Finance Director, Jessica Maloy can read because below is the result of this request.










Please note the statement above the line.  It reads “The vehicles listed above were obtained via a lease/purchase.”  Well, which is it!   Can you tell from this document which vehicles are leased? 
   
Since, they did not comply with the Freedom of Access Act (FOAA), I submitted yet another Freedom of Access Act (FOAA) on July 17, 2013 which read “Respectfully request a “L” be placed to the left of the year on the attach listing of Police Department vehicles to indicate which vehicles are leased.”  I attached the listing they had previously provided to me to make it as easy as possible.  I feel this was idiot proof but once again the town proved me wrong.

On August 27, 2013, I received an email from the Town Clerk which reads and I quote “The Finance Director indicated the list you received of all vehicles, in the current fleet, that were leased as noted by the Chief’s statement "  The vehicles listed above were obtained via lease/purchase” is the only document I can locate.  At this point, I believe FOAA #115 will be marked as done.  Another list as requested with “L’s” does not exist.”  So, what started out as a simple request has now elevated to matters of National Security.  Why else would the town of Lisbon NOT provide this information? 

I cannot understand why Chief Brooks and Finance Director Maloy do not want this information released.  Are they doing something illegal?  What are they trying to keep me from knowing?  Wouldn’t you like to know how they are spending our tax dollars?

There is absolutely no transparency in Lisbon.
